Ofcom said the arrangement may deliver "significant benefits" to users that outweigh any rival concerns thus holding up the company from launching 4G mobile internet will be "to the detriment of consumers".

Everything Everywhere announced its 4G LTE network's target is to reach 30% of the UK's population by the end of the year. As a portion of the introduction, Everything Everywhere has changed its name to 'EE', which comprises of the new super-fast broadband business and will operate alongside its current Orange and T-Mobile brands.

The 4G service has now started in four cities - London, Cardiff, Bristol and Birmingham - with twelve more to follow. These are: Belfast, Derby, Edinburgh, Glasgow, Hull, Leeds, Liverpool, Manchester, Nottingham, Newcastle, Sheffield and Southampton.

Everything Everywhere, additionally is close to selling some of its spectrum to the UK's smallest mobile operator, 3. A spokesperson for 3 said: "We are interested in all mobile spectrum", however they wouldn't touch upon any deal with Everything Everywhere.

O2 and Vodafone have announced they will wait until the upcoming 4G spectrum auction, that might raise as much as 4.5bn for the government, before procuring enough airwaves to launch their own services. The spectrum being auctioned are at the moment being used for digital tv and can not be freed up for a mobile network until later in 2013.

Mobile phone companies are going to be allowed to bid for 4G airwaves early next year. The auction can provide the equivalent of 75% of the mobile spectrum currently in use - some 80% more than released in 2000's 3G auction.
